A buyout delists this specific file and retires its generation recipe, so it is never sold again. It is not a claim that no similar sound can exist — a comparable one could be generated from a different seed, and we would rather say so than overstate it.
Either way the sound is royalty-free: buy once, use it forever in unlimited commercial projects, no attribution required, nothing further to pay. The one restriction is that you may not redistribute it as a sound — read the full licence and terms of use, which is short.
